All Joomla! 1.7 documentation is still available for Joomla! 2.5 version.

Commercial version of ARRA User Export Import work only on Joomla! 2.5 and Joomla! 1.7 based sites but not on Joomla! 1.5.x. Please use free version of component for Joomla! 1.5.x

You can move, migrate, export, import Joomla! users like that:

Joomla! 1.5 - - > Joomla! 1.6

Joomla! 1.5 - - > Joomla! 1.7

Joomla! 1.5 - - > Joomla! 2.5

Joomla! 1.6 - - > Joomla! 1.7

Joomla! 1.6 - - > Joomla! 2.5

Joomla! 1.7 - - > Joomla! 2.5

and, of course, between any Joomla! 1.6+ sites. On Joomal! 1.5 based sites you should install free version, on Joomla! 1.6 + commercial version.
